[It comes abruptly, harshly, flatly. Cecil does not sound in terrible pain as he did the last time he had to make such an announcement. In fact, he sounds very much as though he's forgotten how to inflect.]

Packaging can be a bear, but at least it keeps food fresh.

Perhaps they burn it? This world must have volcanos and lava.

Maybe they recycle some, too. It makes you wonder, though.

Recycle? How? Would it not not be too dirty?

Not like directly reuse the items. They clean the materials, melt them down, and remold them into new things. It saves resources, because you can make new items out of old plastics or metals. [God this reminds her of student teaching.]

That 'plastic' can be melted down just as well as metal? It seems so different...

It melts at significantly lower temperatures, too. But some plastics are harder to reuse than others, and they can all release some nasty fumes if not melted carefully. [Was that a smile? That's progress, that is.]

Which means it would take special facilities, somewhere on this planet. But where?

Hopefully, outside a barrier. I hate to think about what would happen if it wasn't.

If those barriers block the air's normal flow...

There are all kinds of repercussions to that. [Cancer, carbon monoxide poisoning, and various other serious problems.]

Air pollution should always be minimized.

So should all types of pollution, I assume.

This is true, but some are worse than others.

Because they spread more easily?

Yes. Air pollution and water pollution are the worst.

Some kinds of pollution are more annoying than harmful, though. Like light and noise pollution.

...You can pollute with light and noise? How?

Imagine light filling the sky, until you can't see the stars. And sound both constant and loud. They're common problems, especially in big cities; both are irritating, but neither is truly harmful.

...That sounds more terrifying than annoying, if you ask me.

It's a constant thing, and yes it can be overwhelming if you're not used to it. But the places these things happen are home of hundreds of thousands of people, so I assume one can adapt to it.

I can hardly imagine living in a world where stars exist, but are always beyond our sight.

Not always. You can usually see some, no matter where you are. And far away from cities, you can see thousands at a time.

That's good for most people, though it's a shame for city-dwellers.

In my experience, most city dwellers are too distracted to look up and realize what they're missing.

Probably a little of both. Cities have all sorts of people.
